Audit unearths huge graftPublished: 28 Dec 2009 16:02:01 PSTBy Xu Shenglan The National Audit Office (NAO) has found over 234 billion yuan ($34.5 billion) of public finances was misused in its annual audits of almost 100,000 government departments and State-owned enter-prises (SOEs), China’s chief auditor said Monday.The NAO transferred the cases of 67 officials and senior managers of SOEs to discipline-inspection and judicial organizations for investigation for their alleged involvement in the massive embezzlement, Liu Jiayi, head of the NAO, said Monday at the annual conference of auditors.The office did not disclose the amount of public funds its audits covered.The NAO said it audited over 20,000 officials, including 14 provincial governors and ministerial-level officials, as well as the directors of 12 SOEs across the country from January to November this year.Liu attributed 10.69 billion yuan of the misused funds to officials and directors, with senior management accounting for 4.5 percent of the total amount embezzled.Another 164 people were punished according to administrative and disciplinary procedures.The audit authority provided 863 cases to the justice, discipline-inspection and supervisory organs in 2009. Photo: CFPBy Chen Yang China’s poultry industry is planning to initiate an anti-dumping case against the United States to restrict the importation of unfairly priced chicken, according to a senior official with the China Animal Agriculture Association (CAAA) yesterday."The US has been exporting large amounts of low-priced poultry products like chicken wings, drumsticks and claws that Americans do not consume," Ma Chuang, deputy secretary-general of China Animal Agriculture Association, told the Global Times yesterday."America also doesn’t allow any importation of chicken from China. It is quite unreasonable," he added.According to figures from the United States Department of Agriculture, the US exported 330,000 tons of chicken to China in 2008.The domestic chicken price is about 13,000 yuan ($1,903) per ton, while the imported chicken from the US is no more than 6,000 yuan ($878.42) per ton, Liu Feng, sales manager of Zhucheng Foreign Trade Company in Shandong Province, told China Business Newspaper early July.Ma said imported chicken from the US, which makes up 60 to 80 percent of the total chicken imports to China, shares about 10 percent of the domestic chicken market.Figures from CAAA show that Chinese companies produced about 5.9 million tons of chicken of the white feather breed in 2008, yet these companies only realized 67 percent of their productivity."China only imposes a tariff of about 5 percent and a 13.6 percent value added tax on the imported chicken, which still does not offset the price differences between home-grown and imported chicken," he said.When asked about consumers’ worries that chicken prices might go up if the restriction is implemented, Ma said China has enough productivity to satisfy the domestic demand, adding that the growth cycle for the white feather breed of chicken is just six to seven weeks. "Consumers don’t need to worry about the chicken prices," he noted."The Ministry of Commerce will treat the appeal from the poultry industry seriously and deal with it in accordance with related laws," an official from the ministry who declined to be named told the Global Times. During the first five months of this year, China launched 1,463 new projects, up 21.8% compared with a year ago. The planned investment in new projects surged 68% from a year earlier to RMB 136 billion. New projects are mainly in the sectors of electric components, electronic equipment, mobile telecom equipment and optical fiber, which saw year-on-year growth rates of 33%, 34%, 40% and 118%, respectively. Investment in the electronic device industry declined 16.4% year on year to RMB 24.64 billion in the first five months of this year. During the period from January to May, investment in the telecom equipment sector was up 17.4% and reached 10.32 billion. Investment in the computer industry increased 17.8% to RMB 8.92 billion, while investment in the home audiovisual appliances industry decreased 6.8% to RMB 2.58 billion. The government will firstly regulate the salaries of SOE executives in central enterprises and then instruct local governments on setting the salaries of those executives running local companies. "Five principles are used to formulate this document," Hu explained. "We should combine market regulation with government supervision; strike a balance between short-term and long-term financial incentives for their achievements; improve salary regulations; provide insurance for employees; and coordinate salary increases for executives of SOEs and for employees." Half of firms fail GEB reviewPublished: 18 Nov 2009 14:02:01 PSTBy Zhao Qian Of the 10 firms that have applied to be on the Growth Enterprise Board (GEB) so far this month, 50 percent did not receive approval from the China Securities Regulatory Commission (CSRC).Tianjin Sainteagle Welding failed to pass the review, according to an announcement released by CSRC late Tuesday, giving no further explanations.Sainteagle has an annual production capacity of 30,000 tons of welding wires, according to the company’s website.Sainteagle was not alone. A total of five firms failed the CSRC’s most recent round of reviews that started November 2.Wuhu Annto Logistics and Jiangxi Hengda High-tech failed their committee reviews on November 13, according to an announcement on the CSRC’s website. Still no explana-tions have been given.But the success rate of the September applications of 31 companies for initial public offerings on GEB was a much higher 93.5 percent, with only two firms failing their reviews. Only one company later postponed their offering.The fluctuation of Sainteagle’s gross profits over the past three years may be the major cause of the company’s failure, according to Shanghai Securities News.Its gross profit rate oscillated from 18.5 percent to 27.34 percent in the past three years due to changes in the price of iron.Analysts said controlling instability on GEB was the major reason the CSRC has been reviewing applications so strictly."GEB has inherent risks, and the government needs to be cautious," an analyst from a securities company, who declined to be named, said yesterday. The company said in a statement that this batch of bills will be issued at face value and that the coupon rate will be determined during the process of book building.The bills will become tradable on Oct. 16. The proceeds from the issuance will be used to replenish working capital and lower financing costs, according to the company. FAW Toyota may halt Changchun plant projectPublished: 25 Mar 2009 19:46:59 PSTMar. 26, 2009 (China Knowledge) – The joint venture between Toyota Motor Co and FAW Group, Sichuan FAW Toyota Motor, is likely to postpone its RMB 4 billion Changchun plant project due to the financing problems, the National Business Daily reported on Wednesday.Chengdu-based Sichuan FAW Toyota Motor held a ceremony to mark the groundbreaking of the plant in Changchun, the capital city of Jilin Province. The plant, set to start production in 2010, has an annual production capacity of 100,000 units and will produce the Corolla model.The paper said that FAW Group and the local government have already injected the initiative RMB 300 million. Toyota, however, has not injected any money, causing financing problem for the project.Toyota China told reporters that there is no timetable for the project now and it will closely watch the market demand.Toyota Motor has suffered its first loss in 59 years and it would reconsider or delay its new projects in the overseas market. Baosteel to set up stainless steel divisionPublished: 30 Mar 2009 22:30:44 PSTMar. 31, 2009 (China Knowledge) – Baoshan Iron and Steel (Baosteel)<600019>, the leading steel producer in China, plans to establish a stainless steel division to react more efficiently to the stainless steel market, said Fu Zhongzhe, General Manager of Baosteel, yesterday at Baosteel’s 2008 results conference, sources reported.Fu noted that the oversupply in the Chinese stainless steel market will not change in the short term, so Baosteel will focus on high value-added products to weather the economic slowdown. The company’s HiB silicon steel plant, which has been operational since last May, has already brought profit to the company.Meanwhile, the existing Baosteel Stainless Steel Branch will conduct overall management to save costs and improve efficiency.
